Hayle A30 Junctions-— Screening request for improvements to the A30 (T)

Loggans Moor Roundabout

Further to the response from Cornwall Council to a ‘Do I Need Planning permission’
request for Loggans Moor roundabout, Hayle (reference PA19/00417/PREAPP) I am
writing to formally request a screening opinion for the same scheme under regulation 5
of the Town and Country Planning (Environmental Impact Assessment) Regulations 1999
(as amended).

Highway improvements to Loggans Moor roundabout are proposed in order to increase
the vehicular capacity of the junction to cope with future traffic demand, as a result of
development highlighted in the Local Plan.

Existing planning permissions for adjacent developments (PA14/02920 and PA16/04643)
required an upgrade to this junction before development can begin. The initial design for
the roundabout, included as part of the Planning Applications is no longer supported by
Highways England. An alternative layout has been produced in working partnership
between Cornwall Council and Highways England, which has sufficient capacity to cope
with predicted traffic increases to the year 2030.

Cornwall Council are proposing to deliver the junction improvement at Loggans Moor
roundabout and are currently seeking external funding to meet the costs for delivery.
This will enable previously approved and future development in the Hayle and wider area
to proceed without the financial burden of improving the junction at the same time. Third
party land that is required to construct the scheme is currently under negotiations for
purchase between Cornwall Council and the landowner, for use as public highway

The proposed layout of the roundabout, which has been produced in a working
partnership with Highways England can be seen on drawing EDG1459-1-CSL-HGN-
SW575385-DE-D-0004 and comprises:

  • The installation of traffic signals onto the roundabout and A30 approaches, with
    associated ducting, traffic signal poles / heads and CCTV system.
  • Widening the A30 westbound entry into the roundabout to two additional lanes
    extending easterly into adjacent private land.
  • Widening the Marsh Lane entry onto the roundabout to provide an additional lane,
    extending westerly within the current hiqhway boundary and easterly into adjacent
    private land (County Wildlife Site).
  • Widening the A30 eastbound entry/westbound exit to create three additional lanes,
    extending easterly and westerly within the current highway boundary.
  • Widening the Carwin Rise (Hayle) entry into the roundabout to provide a bypass
    lane within the current highway boundary.
  • Provision of four lanes through the centre of the existing roundabout (two A30
    lanes, each direction).
  • Resurfacing existing roundabout carriageways and footways.
  • Provision of new footway between Carwin Rise (Hayle) and A30 eastbound entry
    including widening into adjacent private land.
  • Amendments to existing and provision of new drainage.
  • Provision of attenuation pond in private land.
  • Extending existing culverts.
  • Removal/amendments to existing vehicle restraint systems and provision of new.
  • Vegetation clearance and tree removal.
  • Retaining wall or strengthened earth embankment to retain the existing
    embankment between A30 Loggans Moor roundabout and the land to the north,
    within the current highway boundary.
  • Possible diversion of existing watercourses.
  • Removal of the existing pedestrian bridge.

Loggans Moor roundabout is located to the north-east of Hayle on the A30 (OS grid
reference SW 575,385). The roundabout lies approximately 250m south of into a notified
Site of Special Scientific Interest (SSSI), immediately next to a Cornwall Wildlife Site and
the biological roadside verge inventory indicates the presence of Lutra Lutra (Otters) and
what is described as interesting wetland flora.

The development site in terms of permanent and temporary working areas covers 4ha.
The likely environmental impacts comprise:

  • Temporary disturbance to watercourses.
  • Temporary disturbance to biological roadside verge inventory.
  • Temporary siltation of water bodies/watercourses.
  • Temporary traffic impact to the local hiqhway network with construction traffic
    using the network to access the site and manoeuvre materials.

Hayle has approximately 1600 new homes and nearly 40,000sqm of new employment
space allocated through the framework plan to 2030. The project’s main aim is to provide
a capacity upgrade to Loggans Moor roundabout to support the growth and manage
predicted congestion and safety concerns.
It is currently proposed to start construction in 2021/2022.
